Soundwave is a bit of a unique mech, even in his own canon. He's considered the Spymaster of the Decepticons, and has earned that reputation by having 'eyes and ears' everywhere. He records all data that he can get at, and any that's locked behind another system, he tries to hack into. Usually, he can do this remotely ( i.e.; through the web ) but if it's really interesting, or he deems it important enough, he may try to hack into it via hardware.
IF YOU DO NOT WANT HIM TO BE ABLE TO REMOTELY HACK, THAT IS PERFECTLY FINE. Please, just be aware that he's ridiculously good at finding out what he wants to know.
WHAT THIS MEANS FOR YOU:
1; Do you want Soundwave to be able to creep on your character' s computer/device? If so, could he access conversations, or text messages marked "locked"?
2; Is it alright for Soundwave to send small mini-cons ( automated drones ) into your character's worlds once he learns about world hops and spy on your characters?
I realize number 2 is a bit difficult, but if you're alright with it, then I would be forever grateful! Please be aware that just saying "no" to number 2 is perfectly fine, and understandable!

2. I'll have to get back to you for Zel. Yes for Jak, but be warned that if they get spotted they'll probably be attacked. Jak's world doesn't have a great history with robots.

2. Probably! Though he lives in kind of a mafia-bar with a fairly competent group of underlings, so if mini-cons are visible to the naked eye, his crew members may eventually notice/pass word to him if they stand out. I don't know his canon so I'll trust your judgement on that.

And working around that would probably mean hacking into SBURB code itself which for me I'd prefer not to happen because that could cause all manner of problems but I'm happy to go with the majority so if the others think it's doable then I'll go with that.

Just as above, absolutely for the first three (though they are bound to notice them eventually and Shelly in particular will try to get rid of them), and Soundwave's free to try and do the same with Doc Scratch, although since he is also nearly omniscient, he will invariably notice and destroy them.

It's kinda like with the Weiss boys, Rei wants to try and keep his Makai Knight stuff on the DL, though people already know about it. It's more that there would be a lot of repercussions if any of his superiors found out what was going on. :x
